PROP 4:

Article X, Section 2 read as follows:
Powers of the Members to Amend By-Laws: New By-Laws may be adopted or these By-Laws may be amended or repealed by the written ballot of two-thirds (2/3) of the total votes cast from absentee ballots and members present at any meeting scheduled for this purpose which constitutes at least twenty-five percent (25%) of the membership. Such meeting may be called by 2/3 vote of the Board or by petition of the Board of Directors signed by twenty-five (25) members not currently on the Board of Directors.  The Board of Directors must schedule any meeting thus petitioned. Notification in writing of such a meeting and its purpose must be given to all members at least two weeks prior to the meeting. The essence of the proposed amendments must be included in the notification of the meeting.

Article X, Section 2 will be revised to read:
Powers of the Members to Amend By-Laws: New By-Laws may be adopted or these By-Laws may be amended or repealed by the written ballot of a majority of the total votes cast from absentee ballots and members present at any meeting scheduled for this purpose which constitutes at least twenty-five percent (25%) of the membership.  Such meeting may be called by majority vote of the Board or by petition of the Board of Directors signed by twenty-five (25) members not currently on the Board of Directors. The Board of Directors must schedule any meeting thus petitioned.  Notification in writing of such a meeting and its purpose must be given to all members at least two weeks prior to the meeting.  The essence of the proposed amendments must be included in the notification of the meeting.
